研究の概要：
近年インターネットの普及により、市民が地域コミュニティ活動のためにウェブログや SNS などを利用する需要が高まっている。しかし、ウェブサービスや製品として開発され たソフトウェアでは、地域コミュニティで必要とされる細かな要求を満たせないという問 題を抱えている。
そこで本研究は、市民がソフトウェアを開発し、コミュニティで運用する中で得られる フィードバックを元に継続的に改良していく「共生開発スタイル」を提案し、事例を通じ て有効性を示すことを目的とする。共生開発スタイルは、（1）効率をあまり考えずにシス テムを継続して開発できる、（2）利用者のフィードバックがただちに得られる、（3）開発 者とコミュニティが一体になっているため必要な機能だけを作ればよい、（4）高いモチベ ーションを保って楽しく開発できる、などのメリットがある。
次に、共生開発スタイルの事例として私が開発した「NOTA」を利用して共生開発スタ イルが広がったプロセスを明らかにする。NOTA は2005 年より横浜市のいくつかの地域 コミュニティで利用され、その後NOTA を改良したいという要望をもつ利用者の有志が集 まって開発コミュニティを形成し、共生開発スタイルが始まった。NOTA は、複数の人が 同時にブラウザー上で文字や図、写真などを好きな位置に書き込み、蓄積できるなど、汎 用性の高いインタフェースを持つシステムである。
本研究で得られた成果は以下の通りである。共生開発スタイルによる開発を促進するた めに、利用者がNOTA を拡張できるプラグイン機能を追加した。この結果、NOTA を応 用した地図システムや、ビデオ会議システム、障害者コミュニケーションシステムなどが 地域コミュニティ内で開発された。これらの事例は、コミュニティの細かな要求に応える 機能を的確かつ迅速に開発することに成功しており、共生開発スタイルの有効性を示した といえる。
Abstract：
Today, through the spread of Internet, demands that citizen uses Weblog or SNS for local community activity are increasing. However, it carries problems that software developed as web services or products cannot fulfill detailed demands of local communities.
Therefore, in this study, the author proposed concepts of "civil software development" by which the citizens develop software, and improve it continuously based on feedback provided while putting it into practice in communities. Civil development has following advantages.
- The system can be continuously developed without concerning efficiency excessively.
- Feedback from users is provided immediately.
- They make only necessary features because developers collaborate with the community.
- It is possible to enjoy developing software while keeping motivations high.
Next, the author identifies developing processes of civil development in the case of "NOTA" that the author developed. NOTA have been used in some local communities in Yokohama city since 2005. Development communities were organized and civil development was adopted when volunteers of users who wished to improve NOTA gathered. With NOTA, users can put texts, figures, and photos, etc in optional positions at the same time on web browsers.
The achievements of this study are as follows: In order to promote development by civil development, the author added plug-in features that users are able to extend the usage of NOTA by themselves. As a result, extensions for NOTA were developed in local communities. A map system, a video conferencing system, and a communication system for the handicapped are some of the examples of such extensions. The effectiveness of civil development has been shown by those cases that succeeded to fulfill detailed demands of communities by archiving adequate and prompt development.
